At present time glasses and crystals remain the basic materials of solid-state lasers. However, from the middle of the last century in many worldwide laboratories make attempts to bring up to optical materials the so-called optical ceramics. Part II of the review continues to publicize the history of theoretical and experimental investigations of fundamental absorption, transfer, conversion and emission of input energy processes. Activities of A.M.Prokhorov Institute of general physics of the Russian Academy of Sciences (IGPAS)) are considered.
