The paper provides a brief overview of the technological development concept of the Russian Federation until 2030. The structure, principles and goals described in the concept are considered. The proposed achievement indicators for the goals set are considered, the conclusions are drawn in relation to its attainability and representativeness. The definitions of degrading and negative innovations are given. The conclusions are drawn in terms of the strengths and weaknesses of the concept, and the weakness adjustment methods are proposed.

Applying Diamond-like (DLC) Coatings to Optical Parts

The use of diamond-like coatings on optical parts is reviewed, and their advantages, including high hardness, chemical inertness, and low coefficient of friction, are analyzed. Problems with adhesion and stresses when used in DLC films to protect multilayer IR coatings and other materials are identified. Possible solutions to these problems and methods for optimizing the quality and properties of DLC coatings are described. The aim of the work is to develop effective methods to increase adhesion and reduce stresses in DLC films, which will improve the quality and durability of multilayer IR coatings, as well as expand the field of their application. The results can be used in various industries.

Issues of Empirical Radiometric Calibration of Spectrometric Equipment Installed on the UAVs

The article is devoted to consideration of the reflection factor dependence of ground-­based calibration test panels used in the vicarious empirical calibration of radiometric spectral equipment installed on the UAVs on the radiation wavelength. Having considered the saturation effect of digital readouts (DN) of the target object image due to the DN logarithmic dependence on the reflection factor of real-life objects, the peak achievement conditions for the DN value averaged over the entire wavelength range have been studied. It is shown that such a peak value can be achieved if there is an inverse relation between the slope of reflective specifications of test panels and the wavelength. It is concluded that the actually applied test panels better comply with this requirement at high values of the “gray level” indicator.

Promising Microwave-­Photonics Facilities of Group and Individual Electronic Countermeasures

Based on the globally and rapidly developing microwave-­photonics approach that has already found its application in the promising radio-­electronic means of telecommunications, radars, electronic countermeasures, security, computing and measurement equipment, this article proposes a new development principle for the group and individual radio-­electronic protection facilities against the remote effect of unauthorized radio channels for various purposes. Its key advantages include simplicity and insensitivity to electronic interference, including intentional ones, as well as ultra-fast ultra-wideband processing of any radio-frequency signal received in an optoelectronic processor that depending on its purpose, either increases the group or individual protection area up to several kilometers, or reduces the response time for individual protection to a hundred of nanoseconds , while ensuring operation over the entire operating frequency band. The diagrams of optoelectronic processors, description of developed radio-frequency electronic protection samples with the spoofing or blocking functions for unauthorized radio channels, and the results of laboratory and preliminary field tests are provided.

Shedding Light on DNA Origami

One of the key issues of modern photonics is the development of methods for the cost-efficient nanostructure synthesis with a given chemical composition and morphology. In recent years, the DNA origami method has been rapidly gaining popularity along with the conventional methods of CVD, epitaxy, lithography, laser printing and ablation, colloidal and electrochemical synthesis. The article describes the principles of DNA origami and provides some examples of its applications.
