Photonics in Russia: State & Challenges. Part 1 The development of laser technology has led to the creation of photonics as a separate high-tech industrial industry. Experts associate it with the possibilities of solving many problems facing humanity in the field of information support, industrial production, energy, health care, environmental protection and security. The lion’s share of civilian photonic products offered by Russian manufacturers are products of small enterprises. They form the domestic market. In the first part of the review, the structure of the photonics industry in Russia, the current state and problems hindering its development, which are characteristic of all domestic high-tech, are considered.

Lock, Stock & Two Smoking Nozzles Traditionally, at the end of January, this time from January 29 to February 1, 2019, Expocentre Exhibition Complex hosted the international specialized exhibition of plastics and rubbers, sign for the polymer industry –Interplastica2019 and the exhibition of packaging technologies and solutions -Upakovka 2019. This year both events were attended by 24,950 people, the building area increased by 15%, and 713 exhibitors from 79 countries of the world demonstrated their designs and services! For the third time, an internationalspecial project on additive technologies in the industry 3D fab+print Russia, organized by Messe Dьsseldorf GmbH, Messe Dьsseldorf Moscow and Modern Equipment LLC, was presented for the guests of Expocentre.

Study of the Effect of Growing Modes by Selective Laser Melting Method on Porosity in Copper Alloy Products The results of the study of the dependence of the porosity of products grown from copper alloy powders by selective laser melting method on the process operating parameters: laser beam scanning speed and the specific energy are presented. The boundaries of the modes that provide the minimum porosity during the formation of a stable single fused path are determined.

ANTIFRICTION COATING LASER CLADDING ON STEEL The surfaces of products operating in rough climatic conditions must possess corrosion resistance, tribological characteristics and high mechanical properties. These tasks are addressed by the methods of copper alloy cladding on steel, which are reviewed in this article. The technology of copper-based antifriction coating laser cladding with the powder material PR-BrAMts 9–2 has been developed. The process parameters are introduced.

Application of Laser Emission Spectrometry (LIBS) for Identification of Materials within Spent Fuel Cooling Ponds Using LIBSProbe with a Submersible Remote Probe The LIBS-method of laser emission spectroscopy (Laser-Induced Breakdown Spectroscopy) has been widely used in the mining and metallurgical industries. New opportunities in the field of laser emission analysis appeared in connection with the creation of fiber lasers and the emergence of multi-element optical sensors, which allows for remote and rapid analysis of the chemical composition of the sample. The use of the LIBS-method in solving the issue of decommissioning spent fuel pools for aging is presented.

Project of hyperspectral remoteland sensing complex using UAVS. Part 1 Using unmanned aerial vehicles equipped with hyperspectral equipment, it is possible to collect high-resolution spectral and topological information about the local area of interest. Such opportunities open up a great potential for the use of hyperspectral complexes in monitoring the use and condition of agricultural land. For the purpose of obtaining detailed, rather than integral spectral information, the element base has been considered, structural elements have been selected and a practical model of the domestic complex of hyperspectral sensing has been created. The first part of the article describes the design of a television camera and its interaction with the mating assemblies.

Problems of Technical Regulation in the Photonics Field The article is devoted to the problem of technical regulation in the field of laser and LED technology. Considered existing documents in the field of standardization of laser safety. The contradictions of the existing classification schemes for laser products according to the hazard class are given. Based on the analysis of the results of research on individual LEDs, the need for additional research on LEDs has been shown, as well as the inclusion in the regulatory framework of the requirements not only for laser products, but also for LEDs. There are proposals for the formation of a federal target program and for conducting research within such a program.
